2. Anchor Date and Deadline Calculation
The anchor date for counting annuity years is the filing date, not the registration date. Each annuity year is due up to one month before the filing-date anniversary. In other words, administration must be based on the window preceding the anniversary, not on the anniversary date itself.
The term is also measured from the filing date: filing date + 20 years, with a total of 20 annuity payments arising.
Below are the annuity deadlines calculated for a case with a filing date of 2020-06-15 and a registration date of 2023-03-10.

This case generates a total of 20 annuity deadlines. The dates in the table above are on the anniversary axis; actual payment must be completed up to one month before each anniversary. It is safer to display both the anniversary date and the payment deadline together in the docket.
3. Start of Payment
Although the annuity count runs from the filing date, the payment obligation arises only after grant. No annuities are paid while the application is pending.
- First payment: due within 6 months of grant certificate issuance.
- At that time, the annuity years that have already elapsed between filing and grant are paid retroactively in a single lump sum.
- Thereafter, payment is due each year up to one month before the filing-date anniversary.
In the example case above (filed 2020-06-15, registered 2023-03-10), the annuity years on the axis for years 1 to 3 have already passed by the time of grant, so the elapsed years are settled together at the first payment. The specific retroactive annuity years and amounts should be confirmed with local counsel based on the grant certificate issuance date.

The grace period applies automatically. There is no separate advance extension request procedure. However, the grace period is only the last line of defense. As explained below, there is no restoration system, so it is safer to treat entry into the grace period itself as an incident.
5. Lapse and Restoration
In practice, the following order is recommended. First, set advance reminders well ahead of the regular deadline (one month before the anniversary). Second, immediately classify any case that has passed the regular deadline as an escalation item. Third, treat the 6-month grace period not as "slack" but as a "final warning zone."
6. Reductions
Indonesia provides annuity reductions. The eligible parties are UMK (micro and small enterprises), universities, and research institutions.

Whether the reduction requirements are met depends on the status of the right holder. If an ineligible entity files at the reduced rate, there is a risk that the payment will not be processed properly, and because Indonesia has no restoration system, that consequence can lead directly to a risk of cancellation. Do not apply reductions automatically; verify the right holder's status and confirm applicability with local counsel before using them.
7. Advance and Lump-Sum Payment
There are no confirmed regulatory provisions regarding a multi-year advance payment system in Indonesia. The recommended default for administration is therefore "individual annual payment." If circumstances require multi-year prepayment, confirm feasibility with local counsel before paying.
Note, however, that the retroactive lump sum made at the first payment right after grant is not prepayment but a settlement of elapsed years. Recording these two separately in the docket keeps the subsequent annuity schedule stable.
8. Official Fees
The fees below are based on PP 30/2026 and take effect on 2026-08-01. The structure is a base fee plus a surcharge based on the number of total claims. The per-claim surcharge is based on total claims, not independent claims.

In summary, years 1–3 are a base of 1 million plus 75,000 per claim, and years 11–20 are a base of 6.5 million plus 500,000 per claim (IDR). For cases with many claims the burden rises sharply in the later years, so it is advisable to review the maintenance decision once around year 10.
9. Administration Checklist
Values That Must Be Filled In the Case Master
- Filing date — the basis for the annuity count and the term (filing date + 20 years). If this value is empty, none of the 20 deadlines can be calculated.
- Grant certificate issuance date — the basis for the first payment deadline (issuance + 6 months).
- Registration date — the basis for determining the range of annuity years subject to the retroactive lump sum, and also used to check whether registration predates 2016-08-26.
- Total number of claims — since the fee structure adds a surcharge per total claim, this directly affects the amount calculation.
- Right holder status (whether UMK, university, or research institution) — needed to determine reduction eligibility.
- Local counsel information — in Indonesia, handling through local counsel is a precondition.
Order of the Payment Cycle
- On receiving the grant notice, immediately record the grant certificate issuance date and create the first payment deadline of issuance + 6 months.
- Reconcile with local counsel whether all annuity years elapsed from filing to grant are included in the first payment.
- After the first payment is completed, lay out the subsequent annuity deadlines through year 20 based on one month before the filing-date anniversary.
- Before each annuity deadline, confirm the number of claims and reduction eligibility to fix the amount.
- Confirm with the right holder whether to maintain, and complete remittance and payment before the regular deadline.
- Attach the payment receipt to the case and move on to the next annuity deadline.
Reminder Operation Standards
- Because there is no restoration system, set reminder lead times for Indonesian cases earlier than for other countries.
- State in the reminder text that the deadline is one month before the anniversary, not the anniversary date itself.
- Escalate any case that has passed the regular deadline as soon as it enters the grace period (6 months + 100%).
- For cases registered before 2016-08-26, include a separate onboarding item to check for unpaid debts under the old law.
- For quotes after the 2026-08-01 rate change, re-verify the applicable rate before advising.
Indonesia is not a country where administration can rely on office notices.
